Petroleum jelly does one thing extremely well: it sits on the surface and stops water leaving. That occlusive layer is why Vaseline Original has stayed in bathroom cabinets for over a century, and why it still outperforms far fancier products on genuinely chapped skin.
The formula is triple purified petrolatum, which is to say it is not trying to be clever. On dry lips, cracked heels, elbows or wind bitten cheeks it forms a barrier that keeps moisture in and cold air out. On hair it takes on a second job: a fingertip of it smooths flyaways, tames frizz and puts gloss back into dull ends.
Timing is the trick with an occlusive. It has nothing to give the skin on its own, so it works best over damp skin, straight after a bath or a wash, when there is water underneath for it to hold in place. On bone dry skin it will still shield against the weather, but there is less for it to trap.
A little goes further than people expect. Warm it between your fingers so it thins out, then press it in rather than dragging it across the skin.
For curly and wavy textures, treat it as a finishing touch on ends and edges rather than something you run through the lengths.

Application tips
A thin smear does the work of a thick one, and the difference shows on lips, where too much just transfers onto a cup.
Apply to damp skin, not dry, so there is something underneath to seal in. For hair, warm a small amount between your fingertips and use it on ends, edges or a fringe. For skin, elbows, heels and knuckles overnight under socks or gloves.
Results
It does one thing and does it thoroughly. A layer sits on top of the skin and slows the water leaving it, which is why chapped lips and cracked knuckles feel comfortable again within hours rather than days.
