Sportin' Waves Maximum Hold does that. The hold is firm but still pliable, so a brush travels through it instead of skidding over the top, and it leaves a natural shine rather than a wet look. Nothing gritty gets left behind on the scalp, which is the failure mode of cheaper pomades.
Scoop a small amount, warm it between the palms, then work it through short hair and brush in your direction. Less is genuinely more with a maximum hold formula. Too much and the brush stops laying the hair properly.
