One needle size will always be slightly wrong for something. Starter locs are thin and want a fine needle. Mature locs are dense and take a larger one. Forcing the wrong size through either is how hair gets torn rather than tucked, so having the range to hand is less about completeness than about not having to force it.
Keep them dry between uses and they last.
Sizes are worth learning by feel rather than by number. Take the one that goes through with a little resistance and no more. If you are pushing, you are on the wrong needle, and the loc will tell you so by fraying at the point of entry.

Application tips
Match the needle to the loc rather than reaching for the same one every time. Thin starter locs want the finest in the set, and forcing a thick needle through them splits the root. Mature locs take the larger sizes without complaint.
Work on damp hair, one row at a time, and keep the set together in its case so sizes do not go astray. Dry each needle after use instead of dropping it back in wet.
