Thinning shears remove weight, not length. One blade is toothed, so each closure takes a percentage of the section and leaves the rest behind. That is how bulk comes out of thick hair without the shape changing.
They work best on dry hair. On wet hair the section clumps and you cannot see what has come out until it dries, which is how people take too much. Cut, dry, check, then go back if it still feels heavy.

Where they earn their place is blending. A blunt line between two layers is obvious in daylight, and going back over it with a cutting scissor usually makes it worse. A few passes with these softens the join instead.
Used badly they leave holes, so keep them away from the roots and work through the mid lengths. Used well, they are what finishes a haircut.

Application tips
Thinning shears go in below the mid-length, never at the ends and never near the roots. Take a section, close them once, comb the cut hair out, then look before you go again.
One pass in a spot is almost always enough. On fine hair stay lower still, and on a fringe work from underneath so the removed weight does not show on the surface.
Results
Bulk comes out without the shape changing. Thick hair sits closer to the head, layers blend into each other instead of stacking into visible steps, and a heavy fringe stops hanging like a curtain.
Because only some of the teeth cut, the hair keeps its outline while losing weight underneath. The 6.5 inch length covers a wide section quickly, which matters on very dense heads.
