Wella built Color Touch as a demi permanent system, and this emulsion is the developer it was designed to be mixed with. At 4%, 13 volume, it develops tone on tone colour without lifting, which is the whole premise of demi permanent work.
The cream base carries colour evenly and leaves hair feeling smooth rather than roughed up, so the finished result has gloss to it. That gloss is a large part of why Color Touch gets used for shine services and grey blending rather than full coverage. Low commitment changes, refreshing a faded shade, blending the first grey through a parting: this is the strength behind all of it.
