It is a toner in the same semi-permanent cream base as the rest of the Manic Panic range, so it deposits a cool tone rather than lifting anything further. Used on pre-lightened hair it cancels out the warmth and leaves either a clean platinum or a base pale enough to take a fantasy shade properly.
