Pastel-izer is not a colour.
It is the clear base you mix Manic Panic dye into when you want a pastel version of a shade that only comes at full strength.
The ratio is yours to choose, and that is what you are buying. A pea of dye in a palmful of Pastel-izer gives you a barely-there wash of tone, and adding more dye walks you back toward the original shade. Baby pink out of a hot pink, lilac out of a purple, mint out of a green, all mixed in a bowl instead of bought as separate bottles.
The 118ml bottle stretches a long way, because you are using it as the bulk of the mix rather than the accent.
It works on pre-lightened hair, and how pale that base is decides how true the pastel reads. Mix a small test batch before you commit a whole head to a ratio you guessed at.

Application tips
This is a mixer rather than a colour. Squeeze the Pastel-izer into a bowl first, then add the dye a small amount at a time and stir with a tint brush until the shade looks right.
More Pastel-izer means a paler result. Test the mix on a shed strand before you commit, because pastels read much stronger on hair than they do in the bowl. Apply as you would the dye on its own.
Results
What you get is control over strength. The same tub of colour can give a soft wash or something close to full intensity, depending on the ratio you mix.
The base is a conditioning cream, so a heavily diluted mix still leaves the hair feeling coated rather than bare. Pale results need pale hair underneath, and pastels fade faster than the strong shades do.
