Non metallic is the part that matters. Colour reacts with metal, so a tint bowl has to be plastic, glass or ceramic, and this one is plastic in plain black.
The graduations are more useful than they look. Colour and developer go in at a ratio, and eyeballing that ratio is where most home mixing goes wrong, particularly on a partial head where you are scaling the quantities down.

The rubber base is the detail people notice only after they have owned a bowl without one. Mixing colour takes pressure, and a bowl skating across the worktop while you work air out of a mix is a small nuisance that repeats every time.

Application tips
Measure the developer in first, up to the marking you want, then add the colour and mix with a tint brush until no streaks are left.
The rubber base means you can let go of it and work with both hands. Pour from the lip rather than tipping over the rim. Rinse it out straight after use, before the colour dries onto the plastic.
Results
Mixing gets more consistent, because you are measuring against a marking instead of guessing by eye, so two batches of the same shade actually match.
The bowl stays put on the counter while you brush, and the lip means less colour ends up down the side of it. The wide opening leaves room to work, so the brush loads properly rather than scraping.
